Parking blocks

Normal kerbs are continuous.

How about kerbs with breaks, like

How about barrier=kerb two_sided=yes? And we could just us a single way instead of marking each one.

Right, left, vs. circles

The curbs I am drawing are ovals. Right and left are meaningless. Even for lines, it depends on if you start at the bottom or the top.

The only way to describe this is via the result, as seen in e.g., iD:

with small triangles pointing downwards.

Right and left are standard ways of describing the sides of a way relative to the direction of the way. https://wiki.openstreetmap.org/wiki/Forward_%26_backward,_left_%26_right If you draw a line up (bottom to top), left of the way will be on your left and right of the way will be on your right.
