Rendering
How are we going to have this rendered? Also, can we get a vote up here to get this thing approved to put this whole mini-roundabout issue to bed please?
I didn't know this was "unapproved" yet, I've recently added a bunch of them. I'd suggest they get rendered as for turning_circle at most zoom levels except the very closest where they should have e.g an additional dot in the centre of the circle to represent the island. highway=turning_circle
I don't see any reason to make this a completely new tag. This can easilly be done with the existing turning circle tag, with an additional tag to specify design. Often, specially when tracing from aerial photos, it can be difficult to destinguish one from other, so using the same tag base with additional supporting tags would be a better solution IMO --Skippern 22:07, 27 August 2012 (BST)

Why not a way?
Why would you not map things like this as a (circular) way rather than a node? I mean highway=turning_circle is nice quick easy way to map those blobs at the end of road, but once it goes beyond this, to have a non-traversable centre bit, time to draw circular way I would say. (It's the same rule for highway=mini_roundabout. Once it's big enough to have a centre bit, it should be mapped as a full roundabout).
This one for example... quite a big centre bit! Draw a circular way.

All of which leaves the question: what's the right tag to go on that circular way? Obviously highway=residential, and some might say junction=roundabout, but if there's only one entry road, it's not really a junction at all.
