Combination?

Deprecate?

Unfortunately the proposal https://wiki.openstreetmap.org/wiki/Proposed_features/Refugee_Site_Location_2 did not mention this tag at all. It appears to be used in several ways, based on searching overpass-turbo for exiting uses (https://overpass-turbo.eu/s/U3e) it is sometimes used as a synonym of social_facility:for=refugee or social_facility:for=migrant, sometimes on amenity=social_facility but occasionally on NGOs or other offices. And it's also used on refugee camps some times. Probably it's best to use social_facility:for=* or amenity=refugee_site in most cases, but I think each feature would have to be checked individually. --Jeisenbe (talk) 21:19, 15 May 2020 (UTC)
