Technically, according to wikipedia, yes. Apart from "cement concrete" (surface=concrete), most commonly known is asphalt concrete, usually shortened to just "asphalt" (or tarmac). That one is obviously mapped differently, as surface=asphalt. There is however also polymer concrete which probably might often also be mapped as surface=concrete (or as surface=paving_stones, depending on the format).
