Explanation missing

I am looking for an explanation of this tag. I found it in the OSM data and do not know how to interprete it. Can anyone shed some light? -- DerGuteMercator (talk) 17:34, 9 October 2017 (UTC)

As no one ssems to have a clue, I will add a link to https://wiki.openstreetmap.org/wiki/Proposed_features/Water_cover, where it is marked as a proposal from 2007, which apparently has never succeeded and the tag seems to be deprecated. -- DerGuteMercator (talk) 10:44, 11 October 2017 (UTC)
