• in the all=1 case: they are used temporarily to help create missing names preferably in Spanish.
• in the all=2 case: they are used temporarily to detect all existing alternate names also in English.
• in the case where all is not defined, the names are matching the existing unified Spanish categories for provinces

The tricky cases needed for conversion are already handled by tests.
