I think the OSM XML API is to bulky for mobile applications so have written a PHP proxy, that implements the OSM_Mobile_Binary_Protocol. This reduces the size of downloads by more than 60%.

WhereAmI also permits the creation of textual annotations which will be uploadable to the Notes/Feedback system OSM_Notes_API.

WhereAmI also supports GSM based locations.
