Although I intend to eventually cover the whole county, to make this feasible I'm breaking it down by city, and starting with the cities I'm most familiar with.

Methodology

To provide the base line of importance of a road, I'm referencing three things:

  • Speed Limit (a number)
  • Lane count (a number)
  • Length

As I'm starting in the suburbs, my base reference for whether the length of a road is significant, I'm referencing the typical size of a major block in the suburbs, which according to the measuring tool on Bing Maps is about 1 mile x 0.5 miles. Therefore, I'm classifying length by "Major or Minor {direction} access" meaning that a road crosses 3+ blocks, even if those blocks are in the neighboring city. This is opposed to "access through/inside a {size} block", which means that the road in question does not cross a road of higher priority.

The next factor I'm using is the Utah Department of Transportation's Functional Classification Map, available here. For the most part, it is already a good match up, where:

But, these don't line up perfectly, so I'm including three more factors on the lower priority highways table:

  • Significant Landmarks: does this road go beyond one block, or does it have any non-residential destinations (i.e. shops and schools)
  • Priority Access: does traffic turning onto this road from a road with higher priority have a stop sign or traffic signal to stop cross traffic, making it easier to turn onto this road?
  • Priority Inside Block: Is this road is completely free flowing inside a block? This road earns a NO for having stops signs or speed bumps slowing down through traffic.

Further, to make sure the line is clear for whether a road should be tertiary or residential, I've split up the tables for primary and secondary highways from tertiary highways and what I'm calling "significant local roads". A road counts as a significant local road by meeting at least one of the following:

  • Classified above local traffic according to UDOT
  • Has a non-residential destination (i.e. shops and schools)
  • Has painted lanes

*especially for I-215 traffic. The segment of Redwood Road that connects east/west traffic from 6200 S to/from I-215 is busy enough that it has 2 uninterrupted right turn lanes and the two of the on-ramps just got increased from 1 to 2 lanes.

%: I disagree with the current highway= value. These 3 roads have more in common with what are all currently residential roads than the rest of the tertiary roads.

*Traffic from 4015 W to 5400 S is busy enough that it has a 1000 ft additional turn lane

**I'm torn on whether this road should be tertiary, as construction has started September 2024 to build nicer than standard bus stops for an improved bus line, which increases its relative importance, as almost no buses run on residential roads.

***While these roads look like good candidates for tertiary, something feels wrong to me about upgrading a road that just connects shops to other shops over a short distance
