To answer your question:
In general there is no requirement to notify other users. You can make any change you like, as long as it is correct - i.e. reflects reality.
It would be very kind though if you gave some notification if you plan serious changes - especially before removing existing information.
If you are new to OSM, then either myself or other users would be happy to help and answer any questions on the mapping.

I am very glad you decided not only to use OSM but also to collaborate on its development :)
