BE	The regulations define a lane ("rijbaan") as any part of a road that is suitable for vehicles ("rijdende voertuigen"). Pedestrians are not supposed to use a bridleway, when there a road next to it. Unfortunately, the regulations seem silent on the issue of whether pedestrians can use a bridleway if no other alternative is available.

NL	Legally horses are not allowed on compulsary cycleways. However, in practice they are permitted because it is much safer. Often the use a small trail next to the cycleway created by frequente horse riding. Pedestrians are allowed on cycleways unless there is a parallel sidewalk/pavement in which case they must use that. Some special vehicles may use the parallel road. For example; bicycles with more then 3 wheels and more then 0.75 M wide. Or bicycles with a trailer that is more then .75m wide (including cargo). This table is about roads that allow cycling in general but because they have a compulsory cycleway next to it access is different. Not all countries have compulsory cycleways. For example these compulsory cycleways are signposted with in NL and with in DE. Also keep in mind that the table does NOT apply to roads with an explicit ban like or .

FI	In practice, the racing bikes can be seen on main road even if cycleway is available. Police accepts that practice. Most cycleways in Finland are shared footway+cycleways without segregation of those two. Traffic rules include an exception for case where (two-way) cycleway is only on left side of the road. (Tieliikenneasetus, sign 422) Traffic rules explicitly allow using any vehicle (including non-motorized vehicles such as bicycle) on other than designated road temporarily in special conditions if it is safer and does not obstruct traffic. (Traffic Rules Act 8 §) Pedestrians are allowed on cycleways unless there is a parallel sidewalk/pavement in which case they must use that.
