Proposal
This proposal introduces street:name=* to be used on footway=sidewalk and footway=crossing ways, allowing them to be tagged with the name of their associated street.
Rationale
Separate sidewalk ways are becoming more common in OpenStreetMap. Although this technique provides a high level of detail, it often leaves out the name of the adjacent street. This prevents navigation software from displaying and announcing street names for pedestrian users. Some mappers tag the street name by copying name=* to the sidewalk, but this is controversial.
Having a standardized system of incorporating street names into sidewalk and crossing ways allows data consumers to give more detailed pedestrian instructions without difficulty.
Tagging
On sidewalks
On footway=sidewalk ways, the value of street:name=* would be the name of the street parallel to the sidewalk. For example, the sidewalks adjacent to Water Street would have street:name=Water Street.
On crossings/crosswalks
On footway=crossing, street:name=* would contain the name of the street that the crosswalk crosses. A crosswalk that crosses 5th Avenue would be tagged with street:name=5th Avenue.
