Hi Mateusz, the document is published by a Norwegian government entity, and according to the Norwegian Copyright Act "åndsverkloven" §14 on Intellectual property that is not protected by copyright, "Laws, regulations, court decisions and other decisions of public authority are without protection under this Act. The same applies to proposals, reports, statements and the like that concern the exercise of public authority, and are submitted by public authorities, publicly appointed councils or committees, or published by the public sector."(https://lovdata.no/lov/2018-06-15-40/§14). Thus the picture is in the public domain.
