However, to make the data actually useful in OSM context, we would need to know how the terms used in legislation are translated to OSM tags:
E.g. "zonas y entornos escolares", how would that be tagged? How are "vías secundarias", how are "calles terciarias", "carriles centrales de avenidas de accesso controlado" tagged? Etc.
For this, you first need to find in the legislation how these road types are defined. What defines a "vía secundaria" for example?
Then, in the second step, you will see that there is a second table in this wiki page, in which the road types as mentioned in the first table (the string must be exactly the same) are translated to OSM tags. There you will find also all the citations into the legislation text on how the different road types are defined in the different states.
