What do you want to describe with the item? An OSM tag, or a country, or a specific cemetery? In OSM we use data items for OSM tags (as addition to the Key: and Tag: pages) and for geographic regions like countries. We do not create items for single real objects like you can do at Wikidata. Did you want to create a data item for the country Uzbekistan? Such as the item for e.g. Germany?
