re-classifying subdivision/gated-communities main roads from tertiary to unclassified

I've been reviewing the local road network convention, and I now believe that main roads of gated communities (subdivisions) should be tagged as `unclassified` instead of the current `tertiary` convention. The only reason to upgrade this to tertiary should be if these roads are made publicly accessible, without restrictions (i.e. no gates, no stickers required for access).

What do you think?
