Colombia: Data from IGAC has CC-BY but it is incompatible with ODbL

I see you added the IGAC data as part of the contributors in OSM - https://wiki.openstreetmap.org/w/index.php?title=Contributors&type=revision&diff=1977942&oldid=1976432. However, the IGAC is using CC-BY 4 which is incompatible with ODbL according to this https://wiki.openstreetmap.org/wiki/Import/ODbL_Compatibility.

Regarding the last article, we need an explicit document (like https://drive.google.com/file/d/0B3PN5zfbzThqeTdWR1l3SzJVcTg/view) indicating that we (osm) can use the data. Have you done this?
