Thanks so much for your email. I have had the opportunity to speak with legal and we are going to work on updating the language of our licensing. It will take some time to go through the process but the main points are that we reserve the right to stop any or all data feeds but will not require the discontinued use if you have consumed the data when it was live. Tagging Plans
building=* and layer=* (for roofs) will be used on buildings. Building types may be manually added to some buildings before upload based on satellite imagery.
Changeset Tags
"source"="Open Data Raleigh" and descriptive comments will be used on changesets.
Data Transformation
Was already completed with the JOSM validator, which has a validation rule that finds overlapping buildings and buildings inside of other buildings.
For the transformation, I did the followingː
- I downloaded the complete buildings dataset from Raleigh Open Data, & opened it with JOSM.
- Then, I downloaded all existing buildings and shelters and merged the two layers into a single layer.
- Next, I ran the JOSM validator (which took 30 minutes).
- Then, in the validation window, I selected the category "overlapping buildings" and clicked "select". This selected all buildings that overlapped with other buildings. I gave them all the tag "duplicate = yes".
- Then, I did the same with the "building inside of other building" category.
- Next, I used the Ctrl-F tool and searched for idː0 building -duplicate, copied all selected items, and pasted them into a new layer.
- I then did a bunch of manual cleanup of the data and saved it as a .osm file. You can find that file below.

- Download OSM data in your task.
- Merge the two layers.
- Run the JOSM validator.
- Make sure everything looks good.
- Upload with a dedicated import account.
