Use AGIV Aerial Images
All AGIV Imagery is free to trace from for any purpose. So you can use it in OSM.
Most recent imagery
Those AGIV "most recent" orthophoto series are more recent than the images from Bing and have a better quality. According to AGIV, they have an absolute offset of under 1 m (on the ground), with a resolution of 25 cm per pixel. The "most recent" layer is updated constantly, when new images are made and become available. So it's normally outdated by less than a year.
This imagery is automatically available in iD and Potlatch2.
With JOSM active, and the remoteControl set up correctly, you can just click here to load the AGIV orthophotos. After that, you can right-click on the image layer to bookmark it (so it appears as a preset in your background-image menu).
Alternatively (if you have problems with remoteControl f.e.), go to the Image preferences (in the settings), press on the +WMS button, and add the link http://wms.agiv.be/ogc/wms/omkl , chose "Middenschalige orthofotomozaïek".
Older series
When a flying season is completely finished, the resulting images are made available under other formats (s.a. WMTS). WMTS layers which can be loaded as TMS layers in iD and JOSM. When using JOSM, TMS offers the possibility to be cached, while WMS layers need to download a new, big image on every pan or zoom action.
To use the layers in JOSM, just click on the link (with the remotecontrol enabled). To use them in iD, go to the background settings in iD (shortcut 'b'), and copy-paste the iD link to it.

Grey Zone
AGIV offers multiple websites to consult their data (like geo-vlaanderenen geopunt) where you can lookup housenumbers. You can fill out the form under "Zoek op Adres" and click on the magnifying glass to zoom in to e.g. a street. You can copy the house numbers you find here into OSM. This technique can be used in all editors (iD, Potlatch, JOSM, etc.)
However, these sites also contain a lot of information that's still under heavy copyright restriction. So it's better to not use the website for other purposes than extracting housenumbers.
The AGIV GRB map
You can open a layer with this information in JOSM. Under "Voorkeuren voor achtergrondafbeeldingen / luchtfoto's", you can press the "WMS+" button. Use the url http://grb.agiv.be/geodiensten/raadpleegdiensten/GRB-basiskaart/wms to get access to the extra layer. See [1] for instructions to add such layers in general.
Please note that you can but should not copy from this layer manually. GRB has opened up since December 3, 2015 with an OSM compatible license. A semi-automatic import effort is being actively organised in 2016, see AIV GRB building import. It would be a waste of time trying to copy the contours of a building at this point, hence we do not recommend spending too much time and effort in drawing buildings.
