700 City Maps is an iOS app displaying OpenStreetMap offline as raster tiles. The app is offered alongside many individual city apps from Mobile-Streetmaps.com although the individual city appstore links seem broken.

The app uses map tiles downloaded from the appstore as an in-app purchase, the price of which is $2.99 per city map. All using OpenStreetMap in the 'standard' style, these bundles are downloaded into the app from the appstore so this does not hit any of our servers. It's not clear how often the bundles are updated from OpenStreetMap.
Created by developers Dubbele.com, some nice credit is given to OpenStreetMap on their FAQ page OSM is also credited on the map displays and the about page within the app. Obviously they don't go out of their way to point out that OpenStreetMap-based maps are available for free in other apps.
It uses the route-me library for the map display / manipulation interface.
