Splitting mapper instructions from OSM ES internal notes

I tried to translate the mapper instructions (Carreteras y caminos en Tasking Manager) in English, but the rest of the article is OSM ES's organizational notes, which are not of interest to the HOTOSM mapper and which require work to maintain in different language versions. It would be great if the mapper instructions could be split into a separate wiki page.
