I added a description. Is that satisfying? It is useful as some shelters in the swedish and norwegian mountains are locked and can be opened by a common rented key through STF or the norwegian equivalent.--PangoSE (talk) 12:42, 15 January 2020 (UTC)

Data items like this one are not used or accessible to most mappers. You can document the key at Key:locked - otherwise tools like taginfo won't find it, and links in the wiki won't work. Documentation of an existing key like this is be based on how the key is actually used, so if you are not sure about this it would be good to ask on the Tagging_mailing_list prior to making the page. It is also helpful to check taginfo: http://taginfo.openstreetmap.org/keys/locked#combinations - in this case locked=* is usually used with barrier=* (like barrier=gate), which suggest that your definition is probably ok.
