@Yurik: I wasn't sure, because there's (currently) no area datatype and an area is just a way or a multipolygon relation with certain properties. Feel free to change that if you think area belongs to the elements. @Floscher: i think the goal of this item is pragmatic -- to be able to query all members. E.g. you can say "used-by" must have a value which is a subclass of an element (for validation purposes).
