This is a mostly unused tag to map the staircase part of an address (this applies only in some buildings, not all addresses have a staircase element - even in buildings with multiple staircases).

a range of flat numbers within a staircase can be mapped using addr:flats=*.
If the staircase has an indentifier but it is not visible in addresses, use ref=* instead.
Instead of this tag, it is said that some people are using addr:unit=* for tagging the staircase part of an address; you should not do this because it is incompatible with the definition of addr:unit=*.
Background info
This tag was used since 2010 and initially proposed in 2011 but then removed with reference to the "more generic term" addr:unit=* in the proposal during the RFC phase (i.e. before voting). Nonetheless the tag seemed to make sense for some mappers and gained some usage, but in late 2017 most occurences of this tag have been retagged in a very short time period (suspected undiscussed edit, for example [1], should probably be reverted).
