maxspeed:hgv=* is more specific version of maxspeed=* and is using the same syntax, see that page for more info.

"hgv" here means "heavy goods vehicles", what typically is the same as "truck".

Other max speed tags may be modified similarly leading to maxspeed:hgv:backward=*/maxspeed:hgv:forward=* for max speed applying only in one direction.
