The UK's 
Government_Statistical_Service is the community of all civil servants who work in the collection, production and communication of UK official statistics.[1] It includes not only statisticians, but also economists, social researchers, IT professionals, and secretarial and clerical staff. Members of the GSS work in the Office for National Statistics, most UK Government departments, and the devolved administrations.
Each governmental subdivision of England and Wales, and higher-level subdivisions of Scotland and Northern Ireland, is assigned a code by the GSS.
The code is related to the geometry, not to the administrative entity. If a boundary is changed (often through primary or secondary legislation) then a new code is assigned. A change that does not effect the geometry, for example a name change, does not normally cause a new code to be assigned.
The first character indicates the nation: E, W, S, or N. Together with the second and third characters it indicates the type of the area indicated: for example E04 is for Civil Parishes in England and E07 indicates a Non-Metropolitan District in England. The initial letters J, K, L and M are used for a small number of special codes.
