Service area / Parking area mapping, Japan
Rationale
In 2022, Georepublic Japan LLC would like to begin work on mapping all service areas and parking areas along major trunk roads in Japan, following a request from LocationMind KK. The total number of service and parking areas (SA/PAs) is approximately 550, and permission to use this list has been granted by the data owner. Georepublic Japan will train the operators on proper mapping methods and will also check the results of the work.

Timeframe
We are considering this could be from end of October to mid-February 2022.
Tools and Data Sources
We will use common OSM editing tools (iD editor or JOSM, Imageries and GSI maps). The content of the change sets will be tracked using OSMCha.
Approach
The editorial team will perform the following tasks for the SA/PA to be worked on.
- Identify the location of the SA/PA in question on aerial photographs (e.g. Bing, Maxar, Geographical Survey Institute maps).
- For each SA/PA, edit the following.
- Correct the SA/PA's external polygon shape (if existing data does not exist, add it).
- Correct the polygon shape of the parking lot included in the SA/PA (if existing data does not exist, add it).
- Normalize the tags of the target polygons as follows.
- Tag for service/parking area:
highway=services name=*
- Tag for parking area:
amenity=parking capacity:hgv=* (large vehicle) capacity:motorcar=* (smaller vehicle) capacity=* (Sum of large and small vehicles) * Not all of the parking would be the target of capacity tag.
If there is an existing tag other than the above (e.g. fee), this tag is not changed. Note that there are two types of SA/PAs, 上り (upward) and 下り (downward), so the final number of tags to be changed is planned to be about 1100.
- About changing the name tag
In the current data, for example, the abbreviated form of `SA` is used in the name tag for service areas. In addition, the upward and downward directions are also indicated in the name tag and are not unified.
In this edit, the tags will be amended as follows. For example, currently, there is a polygon named Moriya SA (ascent).
Current: name=守谷SA(上り) Update proposal: name=守谷サービスエリア (上り)
Possible changes:
- Complete the abbreviation word "SA" to "サービスエリア/service area".
- Complete the abbreviation word "PA" to "パーキングエリア/parking area".
- Add: (上り) and (下り) in parentheses.
- A space was added in front of the brackets
- Polygons for upward and downward
We will create/edit the polygons for upward and downward separately. Relation (type:multipolygon or type:site) is not the scope of this task.

Most of the SA/PA polygons are already mapped on OSM, and they are already confirmed where it is.
So, the main tasks would be updating the polygon shape and normalizing the tags.

Training/Instructions
User:nyampire will give editors instructions on the operation of the JOSM and iD editor.
In addition, participants have essentially participated in OSM mapping before and are familiar with the basic operation and constraints, such as available data.
Post-Event Clean Up
We intend to use OSMCha to monitor change sets using hashtags etc. and to monitor working users.
