Proposal
The tag recycling:marine_litter=only could be used to indicate marine litter waste disposals.
Rationale
Marine litter (as defined by the UNEP) disposals named in French "bac à marée" are located on coasts. Their purpose is to help citizens clean marine litter, but also to monitor tidal wreck content.
amenity=recycling and recycling_type=container are proposed because these are containers, and there may be no difference for people who collect waste before its final usage (it is sometimes recycled).
intermittent=* is proposed here because some are seasonal (see https://www.ouest-france.fr/bretagne/crozon-29160/en-images-le-precieux-et-necessaire-retour-des-bacs-a-maree-sur-la-cote-d75771e2-4922-11ec-a0b7-64a183ad6699 - in French).
