Proposal
Standardise the use of leisure=social_club for Social Clubs (e.g. Working Men's Clubs in the UK, perhaps with an additional social_club=wmc).
Perform automated edits to switch to the leisure key for the current other variants (reviewing conflicts manually):
Rationale
current tagging is all over the place, and not well-defined.
the leisure=* key is preferred over amenity=* due to avoiding conflict with amenity=pub - working men's clubs are often also standard pubs.
the club=* key doesn't really feel like a good fit, as they are more established & with more venue-specific amenities than clubs.
