Thinking of rendering... you may need to define types.
There are two huge breakwaters at the Tyne (to confuse known locally as piers!) which are wide enough to drive along (although you aren't allowed) That's in contrast to a little set of wooden sticks on the South Coast...
The sticks should render as a thin line on probably only the most zoomed in map.
The Tyne Break Water currently renders at Zoom Level 4 and is properly visisible as it looks at Zoome Level 7 - its rendered as shoreline. Would seem daft to loose that detail. It should be rendered as an area.

Definition
As there are some ambiguous definitions of the items breakwater, jetty, pier, mole, quay I would like to suggest a clear definition, according to the definitions used by the IHO which is acting as an international reference institution for maritime mapping. As a reference, please see the INT 1 - IF 4.1-4.3, IF 12 - IF 16 as well as the publication S-75 Appendix A Chapter 2 - Attributes.
Breakwater
A structure protecting a shore area, harbour, anchorage, or basin from waves. (IHO Dictionary, S-32, 5th Edition, 542).
As listed in INT1 (IF 4.1-4.3) this means any hydraulic structure like:
In OSM, this could be tagged as man_made=breakwater (this proposal). The IHO doesn't make any difference wether the structure is connected to the land or not.
Pier, Jetty
A long, narrow structure extending into the water to afford a berthing place for vessels, to serve as a promenade, etc. (IHO Dictionary, S-32, 5th Edition, 3833)
Used as synonyms, listed in INT1 (IF 14) as:
In OSM there's an established tag in use: man_made=pier, if it's a floating pier additional: floating=yes. For smaller "piers" (e.g. 2m wide and made of wood) there is man_made=jetty Proposal
Mole
A form of breakwater alongside which vessels may lie on the sheltered side only; in some cases it may lie entirely within an artificial harbour, permitting vessels to lie along both sides. (IHO Chart Specifications, M-4

a pier built only for recreational purposes. (IHO Chart Specifications, M-4) Listed in INT1 as IF 15:
There's no established OSM tag available yet. Promenade piers are currently often tagged as man_made=pier.
So maybe an alignment with well established international standards could move this proposal forward.
