Colour
Should it be possible to give the colours for stripes as counting from the top of the mark as per the nautical charts? For instance, buoy:colour=gbg means green with a black stripe. See [1]. Njd27 15:10, 3 April 2008 (BST)
Reacon
For bouys fitted with radar reacon the following tag should be used rc=K where the letter indicates which morse code letter will be displayed on the radar screen. If reacon is visible on 10cm radar, use rc10=K in the same manner. --Skippern 02:01, 8 September 2008 (UTC)
A Navigation aid used as a beacon which is "A structure equipped with a light." or a "A non-lighted structure." I don't think it's a 'Bouy" because it doesn't float. I could tag it as man_made=navaid? .. 'cause it might not be a "lighthouse" --acrosscanadatrails 04:09, 27 February 2009 (UTC)

This feature has been in draft state, apparently, since 2012.
Potlatch2, however, lets me add buoys via Navigation Mark -> Object type: buoy.
