Why it requires special tag?

Description of service
I don't think we should interpret the words at highway=service in the strictest sense; they're an old helpful guideline written just with good intentions, not an exhaustive list. Like the big paved areas on industrial lots, the last bits of asphalt when driving into a ferry are for access to a ... (ferry) - and for random port authority vehicles roaming inside the harbour while doing their job, like you'd find on many other service roads. Somebody suggested to add service=ferry, which IMO seems like the best solution to help routing software; although this same "problem" would be present on car shuttle train loading ramps, too, so a more general word would be even better (is there any?). One more point is that the bigger ferries often only run once a day, or even less frequently, so for good routing the ferries anyway deserve some special handling.
