Reduced speed limit on Dutch motorways

Due to the nitrogen crisis in the Netherlands the speed limit on Dutch motorways has been reduced to 100 km/h during the day. This page tries to summarize the agreed tagging.
Legal framework
The speed limit was reduced by a traffic decree (verkeersbesluit) instead of a legislative change. This means the legal speed limit after traffic sign G1 
is still 130 km/h (RVV art. 21a).
The reduced speed is signed on the motorway with traffic sign A1 (speed limit) with a sub sign with text "6-19 h". Therefore the reduced speed limit only applies between 6:00 and 19:00. Outside this period the legal speed limit applies.
Generally the speed signs are on the main road, while the traffic sign G1 is at the start of the on-ramp. This causes the counterintuitive situation that the speed limit on the on ramps is 130 km/h, even though that speed isn't viable. This only applies to on-ramps, not to off-ramps.

Motivation
Which speed limit in the primary tag?
In the discussion two option were considered for the situation with 100 km/h during the day and 130 km/h during the night:
Option 1 (chosen):
- maxspeed=100
- maxspeed:conditional=130 @ (19:00-06:00)
Option 2:
- maxspeed=130
- maxspeed:conditional=100 @ (06:00-19:00)
Option 2 is the method that best reflects the signage and the way the law works: 130 except when 100 is signed. However option 1 was chosen because of the following reasons:
- The speed limit of 100 km/h applies to 54% of the day and about 90% of the motorists. So it can be considered the primary speed limit.
- This is the way the reduction was communicated: 100 except during the evening and night.
This option was confirmed in a vote.
130 km/h on on-ramps
The speed limit of 130 km/h was confirmed by Rijkswaterstaat (operator of Dutch national highways) in the following message (in Dutch):[1]
| Bij het begin van toeritten (aan de voet) wordt een bord G01 getoond.
Dit houdt in dat vanaf dat punt de maximumsnelheid uit het Reglement Verkeersregels en Verkeerstekens (RVV) geldt: 130 km/h. Als op de autosnelweg een lagere maximumsnelheid geldt (vanaf maart meestal 100 km/h tussen 6 en 19 uur), wordt dat getoond met een verkeersbord A1 (al dan niet met tijdvenster) op ca. 100 meter na het einde van de invoegstrook. In theorie is het dus toegestaan dat op de toerit naar een autosnelweg met een snelheid van 130 km/h wordt gereden, totdat het bord 100 km/h langs de hoofdrijbaan zichtbaar is. Dit zal echter in de praktijk niet of nauwelijks voor kunnen komen omdat:

Warning on on-ramps
Many mappers that hadn't followed the discussion, thought the on-ramps were forgotten when the reduced speed limit was mapped in Openstreetmap. So they changed the correct speed limit of 130 km/h to 100 km/h. To prevent this a warning is added to the on-ramps in the tag note:maxspeed=* with the text "Counterintuitively, the maxspeed on this on-ramp is 130 km/h instead of the lower speed posted on the main road due to it having only a G1 (start motorway) sign at the start".
