The Air Traffic Control Tower (TWR) is an aerodrome tower used to control aircraft movement in both the air (take-off, landing) and on the ground.
How to Map
Set a node 
at the center of the feature or draw an area 
along its outline.
Add man_made=tower + service=aircraft_control.
