The tag fallow=yes has been used together with landuse=farmland to specify that the area of farmland is not being cultivated and planted with crops.
It is not recommended to use this tag for areas of cropland which are fallow for only part of a year, because such information is difficult to maintain, and most farmland is fallow for part of the year.
This tag might be used for fields which are known to be left fallow and uncultivated for more than a couple of years, for example, in areas where the local agriculture practices a very long cycle of field rotation which includes leaving a the field fallow for an extended period of time, if this information is practically verifiable.
