Usually the pipeline is mapped just with simple ways 
. See man_made=pipeline.
But when the pipeline is long it is usually mapped with several separate ways. In that case it some mappers in addition have created relation. However, this is not necessary, because database users can combine the ways back into one feature automatically, if needed.
How to map
Create a relation 
of the type route and add the tag route=pipeline. This should be done in addition to tagging individual ways as man_made=pipeline.
