Parking structures

building=garage is mostly used for private garage buildings, and there is building=garages for a building that is subdivided, with neither really being related to a parking structure. iD has adopted building=parking which has given it some traction. If the value of the building tag is supposed to be the type of building, I certainly think it makes sense to tag the small multipurpose household structures differently than the large buildings used almost exclusively for parking, but I don't have a good sense of what tag the latter should get. Address tags without street and housenumber

Please do not add the address information city, postcode and state if no house number and street information exists for a building. Example: https://www.openstreetmap.org/way/603175237 and https://www.openstreetmap.org/way/603171497
