Talk:Draft e-mail for 2nd mass mailing

This is based on what I used for the mailing in Switzerland.

Notes:

• there is a lot more to say about the whole process (for example we could apologize for lousy communications), but I believe that keeping this short and to the point will work better.

• questions should be pointed to a specific mail address or the OSM help system and be processed by designated mappers (naturally per target language). Pointing to the legal-talk list or the LWG is not a good idea.
