2020 potential collision with ML building footprints

It looks like there are now a bunch of machine-learning-created building footprints (source=microsoft/BuildingFootprints) in Durham that are fairly inaccurate. If this import is resumed (and I'd love to see that happen! I'd be happy to offer some of my time to help out if that could get things moving again), these low-quality building footprints will have to be removed as part of it.
