Content from the old page

Years ago, I wondered why this old page was deleted, seemingly without discussion. It had a lot of quality content, especially a detailed explanation of the meaning of each functional class. It differs from this article by proposing that the functional approach should determine the highway tag in OSM. @Ftrebien: I restored the revision history of Highway Functional Classification System, in the interest of transparency, but left the page as a redirect. You can see some of the discussion that took place at the time, but note that this page had already become a major annoyance to the U.S. mapping community by then. I recommend against copying the content to this article. The first section was one mapper's uninformed speculation that was never put into practice except by inexperienced mappers who stumbled upon that article.
