Proposed extensions to OpenStreetMap descriptions of the amenity=bicycle_parking

The purpose of these proposed changes is to incorporate some North American terminology and best practices into the tag descriptions for bicycle parking. I have only attempted to add types recognized by APBP that are in common use. I am very new to OSM and don't know how to add these myself, so I thought I'd put them up for discussion here and also get advice how to incorporate them into OSM. (Some of these proposals are for tacks other than bicycle_parking.)

These proposed changes were catalyzed by a new bicycle parking census undertake for Fitchburg, Wisconsin, USA.

New tags
APBP_approved=yes|no
Bicycle parking types approved by the USA-based Association of Bicycle and Pedestrian Professionals have the following performance standards:
1. Supports the bicycle frame at two points, or a wheel and the frame at one point.
2. Accommodates a variety of bicycles and attachments.
3. Allows locking of the frame and at least one wheel with a U-lock.
4. Used durable materials appropriate for the location.
5. Is intuitive to use.

properly_installed=yes|no
Bicycle parking may be improperly installed if it is too far from the destination, hard to find, incorrectly oriented, not secured to ground, has insufficient clearance, or blocks pedestrian, wheelchair, or motor vehicle access. Standards and recommendations may be found at http://www.apbp.org/?page=Bike_Parking. It is the intention of this tag to allow searching for and mapping of bicycle parking where one or more problems need to be remediated.

New values for tags
access=employees
Only for employees of the element. Generally located by employee entrances.

bicycle_parking=wave
A non-recommended rack type, supporting a bicycle at only one point when used as intended, but popular among property owners due to low cost and ease of installation. Also called “undulating” racks. [photo required]

bicycle_parking=schoolyard
A non-recommended rack type, supporting a bicycle at only one point when used as intended. Bicycles cannot be secured using conventional U-locks. Also called “comb” or “grid” racks. [photo required]

bicycle_parking=wall_mounted
Often indoors in bicycle rooms or covered in car parking garages. Can be used for high-density storage, such as at transit hubs or university housing. [photo required]

bicycle _parking=stands
A bent piece of metal against which you can lean your entire bicycle. Makes it possible to lock the frame and a wheel to it. Moderate security. Rectangular stands are sometimes called "staple racks" or “inverted-U racks” in North America due to their shape, and "Sheffield stands" in the UK. Use this tag for non-rectangular stands as well (e.g. round ones, fancy artistic ones, w-shaped). Includes stands mounted in a series on metal rails (“inverted-U series”), which can be easily moved for maintenance or installed on turfgrass with medium security. [photo required]

bicycle _parking=bollard
A special kind of bollard designed for bike locking. Generally, the bike is locked to the central pole and "arms" of some sort prevent thieves from simply lifting the bike over the pole. If it doubles as a barrier, add barrier=bollard. Bollards are called “post-and-ring” racks in North America, and may be implemented by retrofitting rings to parking meter and similar posts with high-security hardware.

I doubt many people who aren't professionals will use APBP_approved=* or properly_installed=*, but I guess wouldn't be bad to document if professionals plan to start using OSM for this.

access=employees is not documented on the access=* page, but it is used some according to taginfo. You might want to read the access page more closely to see if a more-used tag is better.

bicycle_parking=wave is used (taginfo) more than the other options proposed above so that makes sense to me.

bicycle_parking=schoolyard would make sense to me, once you include a photo, although I'm curious if non-US users would agree.

bicycle_parking=wall_mounted is not clear to me, and seems easily confused with bicycle_parking=wall_loops. I don't see it in the APBP Essentials of Bike Parking guide either. That guide, however, does use "vertical" which I think is a parking type that's missing.

Those edits to the descriptions basically seem fine to me.

In general, since you are new, a couple tips: 1) tags on wiki pages act as a guide but do not constrain users. In some cases, they might describe usage as much as guide usage, 2) it looks like you haven't done any editing yet--I would suggest logging in and doing a few edits just to get an idea what it's like, 3) taginfo (referenced above) can be a useful tool to seeing how other people are tagging. If you click the "Overpass Turbo" link on the right of taginfo pages, a new window will open showing features with that tag, allowing you to do some research that way.

Introducing access=employees is something that would need to be discussed more widely in my opinion. The access key is one of OSM's most important ones, where a change would have effects on a lot of topics beyond bicycle parking.

As for properly_installed=*, I'm concerned that it is not verifiable, as criteria such as "too far from the destination" and "hard to find" seem inherently subjective. I'm not sure whether this also affects the suggested APBP_approved=*: Is it possible for a mapper on the ground to check whether a given bicycle parking facility is approved? --Tordanik 15:52, 30 March 2018 (UTC)
