- Well, I do not know. Before we had those texts on the page "For shops selling products without packaging", "Tag to use, if a shop offers products without packaging.", "{{tag|bulk_purchase|only}} - if the shop sells only products without packaging". For me the focus was "without packaging" before your change. Not necessarily big quantities, because it is not mentioned a single time. "bulk goods" can mean in German "Schüttgut", "loses Gut" which aims at the fact that the goods are unpackaged like 20 kg of nuts in a dispenser. See for example https://www.theguardian.com/money/blog/2012/oct/17/bulk-buying-food-most-money : " 'It also means buying foods from the bulk bins in the bulk foods aisle of a grocery store, and we want to promote this.' The bulk food aisles are where shoppers can take their own tubs and fill them with dried goods: pasta, cereals, rice, spices. "
- In Overpass https://overpass-turbo.eu/?w=%22bulk_purchase%22%3D*+global&R I clicked about 10 occurrences of the key and none seemed to be a "big quantities" shop, but rather without packaging and (German) "lose".
- Yes, maybe the key is not really clear by itself what it means, but if you ask me, your edit changed the meaning of the wiki page.

After Lulu-Ann's (the original page creator) changes today, I also made a small change to it. I think the Wikipedia link to w:en:Bulk purchasing is quite misleading (well, as said above, maybe the key itself is not optimal). w:de:Verpackungsfreier Laden would be more suitable if it wasn't German. --Aseerel4c26 (talk) 22:46, 11 February 2018 (UTC)
In my opinion, we should rename this tag to something like: `without_packaging`, `without_extra_packaging`, `reusable_container`ore `reusable_packaging`. - I should agree with this. As far I know the term "bulk purchase" is usually used for something different. It is used with the meaning described in the wikipedia page --AnyFile (talk) 09:06, 25 August 2022 (UTC)
Could it be correct to use this tag for a pastry shop.
Based on the description "if a shop offers products without packaging." if a pastry shop allows his customers to buy pastries using a reusable box that the customer brings instead of a new box, then we could tag the shop with `bulk_purchase=yes`, right?
