What to do when off/yellow flashing light gets observed once

What is the best way to mark a traffic_signal which is known to be turned off during the night, but the actual times are unknown? I know there are some which start at 05:00 and stop at 23:00.--Nielkrokodil (talk) 16:56, 28 October 2024 (UTC)
