My comments on original text

The following letter in English is being sent to all recently active contributors who have not accepted
OR DECLINED the new contributor terms. 

sounds like snare. Decliners usually know why they have declined. They don't want to get another order to click 'yes'. --FK270673 08:53, 29 May 2011 (BST)

Replace with:

Thank you for your contributions to the OpenStreetMap project. The hard work of mappers like you has brought us to where we are today: A thriving community behind a great crowd-sourced mapping project that provides free and open geodata to everyone.

We are writing today to ask for your agreement to our upgraded data license and contributor terms. To agree to our new terms, please log in to your account at http://openstreetmap.org/user/terms and click the "Agree" button.

 Why are we asking this?

 We need to ask you to explicitly grant permission for us to continue using your 
 existing contributions under upgraded license and terms.

Replace with:

We respect copyright like few others in the industry, and thus we cannot simply continue to use your data without your agreement. If you do not give us explicit permission to continue using your existing contributions, we cannot distribute them under the new license.

 The new OpenStreetMap data license and contributor terms is a big improvement 
 for the OpenStreetMap project and will encourage greater use of our data. 
 The new Attribution and Share Alike license, ODbL, is written specifically for 
 databases and applies better and more evenly to data in all legal 
 jurisdictions around the world.

Makes it sound like it was a personal idea of Steve's; bad idea. Put full list of names of OSMF board and License Working Group to make it clear that there's many people behind this:
