Making Debris as way

Hello, wouldn't it make sense to have Debris as ways too, since they are linear and not at a point. I understand that they could be added at a point if they block roads but if they don't adding a way makes more sense, especially if the debris are very long. In my recent mapping I have come across such debris that don't block roads. Do I have to write a proper proposal to change that, or can it just go through the discussion page?
