Should tourism=yes be added to relations?

There is conflicting information as to whether the tourism=yes tag should be added to relations. See: https://wiki.openstreetmap.org/wiki/Relation:route which states that this is an optional tag when adding new relations, and https://wiki.openstreetmap.org/wiki/Tag:tourism%3Dyes which indicates it should not be used on relations. It would be good to gauge the opinion for how this tag should be used amongst the community as this has not otherwise been clarified. Thanks
