The "How would it be done" section

I've read this section twice, read the Relations/Proposed/Area page and it is still unclear to me how it could be done in the current state of OSM ways and relations and what issue it is meant to solve. Are we talking here about, for example, modeling streets as surfaces ? What are those "2 ways (or continuous groups of ways), normally somehow parallel (...)" ? sletuffe 14:29, 28 March 2011 (BST)
