Thanks especially for the link in "Build and install Mapnik and its Python bindings". I hit that problem back in October (trying to do a version of https://switch2osm.org/manually-building-a-tile-server-16-04-2-lts/ for Ubuntu 17.10) but didn't get as far as working out where to actually log the issue.

Hi, I am hoping that the next Ubuntu LTS will make the development of installation instructions a lot more easier: the end game of this project is that OpenStreetMap will be a easy to install as MediaWiki, so that Pokémon GO and other fantasy mappers don’t have to battle with the live map.
