I think there is misinterpretation here. The 'vote' is asking all of OSM contributors if they are willing to re-license their contributions. There was a very recent (last 2 months) proposal of asking all the contributors again post re-licensing question if they wish to proceed, although I believe this was termed a 'referendum'.
