HOT-Philippines' PhilAWARE Project
About the Project
Humanitarian OpenStreetMap Team (HOT) Philippines, together with the Pacific Disaster Center (PDC), Office of Civil Defense, PetaBencana.id, and USAID started the PhilAWARE Project last July 2019. PhilAWARE is a local installation of DisasterAWARE, a disaster risk reduction and integrated early warning and decision support system that also incorporates many data layers form OpenStreetMap. The project aims to collect the local critical lifeline infrastructures based on the PhilAWARE Data Model. The data will be utilized by the Office of Civil Defense as a hazard monitoring, early warning, and decision support tool.
The PhilAWARE Project has had four pilot areas during its 20-month run: Quezon City, Marikina City, Pasig City, and the whole province of Pampanga.
Part of the activities of the project included remote mapping in Pampanga, Quezon City, and Marikina City. Remote mapping and validation activities for Pampanga and Quezon City were completed with the help of volunteers, organizations, partners, and other stakeholders. Marikina City and Pasig City are still in progress. Aside from the remote mapping activities, collecting the critical lifeline infrastructure data from the ground in the municipalities in Pampanga was also a key task. Field operations were made possible through the support of the local government offices and volunteers in Pampanga despite the restrictions of COVID-19.
Mapping Team Structure
The mapping team is composed of 4 Junior Spatial Data Entry Staff (JSDE) supervised by 2 Data Validation Leads and a Field Coordinator. The structure for the team is shown below:

PhilAWARE Data Model
For the tagging guidelines for the PhilAWARE Project, please refer to PhilAWARE Data Model. The data model was originally based on HOT Indonesia work related to InAWARE but was further modified based on the local context in the Philippines. The PhilAWARE Data Model was also discussed and consulted with the local OSM Philippines community.

POI Collection
The field team collecting the POIs are accompanied by the volunteers from the municipality. Current practice is to visit the barangay halls first and ask the locations of the POIs to be collected. Volunteer knowledge of the area also helps. Field team gathers data using ODK Collect/OMK for survey and OSMTracker for photos.
Road Data Collection
ODK/OMK to pinpoint and collect road data in the National and Local Roads survey form. OSMTracker for photo capture. GPS for more accurate GPX tracks

Data Validator Selection
In order to speed up the validation process for the PhilAWARE project, the HOT Philippines team opened a validator selection application for local volunteers. Local applicants were encouraged to apply through this form online. he data validation leads of HOT Philippines are in charge of screening the applicants. The qualified applicants have:
- an OSM account age of >6 months, with most recent OSM edits are within 6 months
- prior mapping and/or validation experience on JOSM,
- validated project/s on HOT Tasking Manager within the year,
- more than 60% of the validated grids are valid (complete, accurate, consistent) will be prioritized.
Applicants who don’t qualify above but meet the following targets were also considered:
- Buildings = 5,000
- Roads = 20km
- Waterways = 10km
- Landuse = 500
As of 23 March 2020, the accepted validators are Coby Jacela and Vince Dy.
