This tag is using the same values as cycleway=*, cycleway:left=*, cycleway:right=*. It explicitly documents that value applies to both directions and is used instead of tagging cycleway:left=* and cycleway:right=* with the same value.
While it is common to assume that cycleway=* applies to both sides, it is sometimes not true or ambiguous. Note for example cycleway=opposite_lane, or use of cycleway=track where track is only on one side. In addition cycleway=lane + oneway=yes is by some used where there is one only in one direction, by some for cycle lanes in both directions, and so on. Or case where there is busway in one direction and cycleway=share_busway was used.

Tag history
The tag has been in use since 2010[1].
Its usage has significantly increased in 2017[2] when it became used by StreetComplete which started asking about cycleways[3] and again in beginning of November 2020[4] when StreetComplete v26 was released[5] which included reworked internals that drastically improved performance, resulting in more users and more answers[6] and in the same release cycleway quest started to be asked on more roads.
